In an era of intensifying terrorist attacks and ethnic conflicts, militarized mecha-armor came into the widespread use. As organized crime becomes increasingly violent and sophisticated, a new "Special Investigation Department" is established by the Metropolitan Police, headed by a former Foreign Ministry person, Junichiro Okitsu. The Special Investigation Department operates the "Ryu-Kibo", a state-of-the-art mecha-armor, and hires three mercenaries as its crew, who are shunned as "traitors" by the rest of the police organization.
